  • Jan Holan

    Board Chair

    Jan Atwell Holan has served on the Truckee River Legacy Foundation board since 2019. A former wildlife biologist, he has spent most of his career building mission-driven businesses. Currently he is building the Lift Workspace - a community cowork, conference and wellness center supporting Truckee Tahoe’s entrepreneurial ecosystem.

  • Teresa Garrison

    Vice President

    Teresa Garrison is a licensed civil engineer and river advocate specializing in water resources and ecosystem restoration. With a background as a river guide, she brings real-world insight to projects that restore natural hydrology, improve habitat, and promote sustainable, equitable access to waterways. Teresa integrates engineering with community benefit, focusing on underrepresented communities and long-term river health. Her systems-based approach connects science, stewardship, and public engagement to reimagine how people coexist with rivers, recognizing their vital role in resilient communities and ecosystems.

  • Jeff Loux

    Secretary

    Jeff Loux, Ph.D. served in the public, private and academic sectors for nearly 40 years. He served as Town Manager for Truckee and Planning Director for the cities of Davis and Truckee, as well as an environmental planning consultant with two prestigious Bay Area firms. Dr. Loux also served 20 years as an Associate Dean/Professor at UC Davis.

  • Michael Ryan

    Treasurer

    Recently retired, Michael Ryan, has practiced veterinary medicine in Truckee for the last 30 years. Michael and his wife Laura raised their son and daughter in Truckee and are now experiencing the role of grandparents with 3 of their 5 grandchildren still living in Truckee.

  • Lisa Wallace

    Director

    Lisa Wallace is the retired former Executive Director of the Truckee River Watershed Council. Lisa holds her B.A. in psychology from University of the Pacific. She grew up coming to the Truckee-Tahoe region with her family, and has held a deep appreciation for the region ever since. Over 20 years, Lisa helped the Truckee River Watershed Council grow its staff and deepen its partnerships within the community to get more restoration work done.

  • Steve Randall

    Director

    Steve is retired after serving as General Manager of the Truckee Donner Recreation & Park District for 38 years. Steve lives in Truckee and has two daughters. Steve has a bachelor of arts and a master of science in Park and Recreation administration. Under Steve's tenure at TDRPD, the District grew to include 14 parks, facilities and community centers and won numerous awards. Steve is active in the community and serves on many non-profit and foundation boards. Steve has been the Citizen of the Year in Truckee twice.

  • Bob Bell

    Director

    Robert A. Bell is a retired general contractor and real estate developer with over 35 years of experience in commercial construction, including major retail, office, and medical projects across the Western U.S. He co-founded Maloney and Bell, managing multimillion-dollar contracts and all financial operations. Post-retirement, he has served as VP, Treasurer, and Board Director for several nonprofit organizations and manages charitable and real estate investments. He holds degrees in Construction Management and Architecture and remains active in Rotary and community service in Truckee, CA.

Advisory Board

  • Jan Zabrinske

    Advisor

    Jan Zabriskie, a longtime advocate for community and the environment, has served on Truckee’s Planning Commission, General Plan Advisory Committee, and Town Council. He volunteers with the Truckee River Watershed Council and provides pro bono legal aid through Sierra Community House. A former Peace Corps volunteer and field botanist, Jan later practiced law and served as a deputy attorney general in California. He and his wife moved to Truckee in 2011 to join family. He enjoys hiking, skiing, kayaking, and birdwatching with his children and grandchildren.

  • Tony Lashbrook

    Advisor

    Tony dedicated 36 years to local government in the Sierra, serving as Truckee’s first Community Development Director and later as Town Manager from 2005 to 2017. He led major planning efforts, including award-winning projects like the Mariposa Specific Plan and Truckee River Revitalization Strategy. His work shaped Truckee’s development through plans for downtown, housing, trails, and revitalization. A frequent speaker and recognized leader in planning, he received the APA California Chapter Award of Honor in 2017. Tony now chairs the Truckee River Watershed Council and lives in Truckee with his wife and dog.
